According to Mathieu Morissette, a researcher at the Institute of Heart and Lung Disease at the University of Quebec, the sale of these flavor enhancers involves circumventing regulations. The e-cigarette industry has successfully circumvented regulations prohibiting the direct sale of flavored e-cigarette products by selling unflavored base liquids and providing additional flavor enhancers.
